Hi Sabrina. No, this function would just trigger the "clearing function" of the cache plugin that is installed. It was nice to have a standard WordPress core function that could be used by plugins and themes authors to programmatically clear the cache when needed, no matter what cache plugin was active. The final user would even don't notice this function.
